  • 1981 - 1985  Ottawa County Juvenile Court, Probation Officer
  • 1985 - 1988  Toledo Edison, Davis-Besse, Security/Firearms Instructor
  • 1988 - 2003   Ottawa County Prosecutors Office, Assistant Prosecuting Attorney
  • 1988 - 2009   Private Practice of Law - 318 Madison Street, Port Clinton, Ohio.   
    Primary areas of practice: Adoption, Probate, Personal Injury, Real Estate, Business Law, Bankruptcy
  • 2003 - 2009 Magistrate, Ottawa County Court of Common Pleas
  • 2009- Current Judge, Ottawa County Common Pleas Court, General and Domestic Relations


Judge Winters was elected Judge of the Ottawa County Common Pleas Court in November of 2008 and began his term February 9, 2009. He is married and has two children.

During his tenure, Judge Winters has been responsible for several innovations in the Common Pleas Court including:

  •  The development of a pre-trial supervision/bond release program

  •  The creation of an Intensive Supervision Probation Program

  • The implemenation of the Ottawa County Drug Addiction Treatment Alliance (DATA Drug Court Program)

  • The institution of video arraignments

  • The Development of an in-house foreclosure mediation program

In addition to his role as Judge of the Common Pleas Court, Judge Winters also serves as a faculty instructor for the Ohio Judicial College in Columbus, Ohio and the National Judicial College in Reno, Nevada.
